Two things shape everything on career-and-test.com. First, the legal position: the General Commercial Gaming Regulatory Authority (GCGRA), established in September 2023, licenses commercial gaming in the UAE — the national lottery operated by The Game LLC, the land-based resort licence at Wynn Al Marjan Island in Ras Al Khaimah (scheduled to open September 2027), and online gaming under an Internet Gaming licence, where a single operator has been authorised to date. There is also a Sports Wagering licence among the commercial gaming licence categories. The licensed online product is geolocation-restricted to players inside the UAE and limited to 21 and over. Everything outside that perimeter remains a criminal offence under Federal Decree-Law No. 31 of 2021 (the Crimes and Penalties Law), effective January 2022. The criminal law is federal and identical in all seven emirates — Dubai is not more permissive than Sharjah, and no emirate is.
Second, and following from that: every casino we review is licensed offshore, not by the GCGRA. None of them is legal, licensed or approved for play in the UAE. We report on them because people search for them, and an informed reader is better off than an uninformed one — not because the GCGRA framework has legalised offshore play. It has not. How we are paid, and what that does not buy
